AXA XL has announced the launch of AXA XL Excess & Surplus Lines Insurance Company ("AXA XL E&S"), a dedicated legal entity established to exclusively serve wholesale brokers. The move enhances AXA XL's underwriting focus and capabilities within the excess and surplus (E&S) insurance market, reinforcing its commitment to providing tailored solutions through a specialised distribution channel.

Operating alongside existing AXA XL entities and participating in the same AXA XL pool as Indian Harbor Insurance Company, AXA XL E&S will serve as a dedicated carrier, solely focused on wholesale broker relationships. It will issue policies developed by AXA XL in collaboration with wholesale brokers nationwide.
The launch will be synchronised with the rollout of AXA XL's new digital platform, Guidewire, which will serve as the E&S policy administration system from 2027. E&S Casualty new business will be underwritten by AXA XL E&S from early 2027, with current policies transitioning to the new entity in mid-2027. E&S Property business will follow in late 2027. During this transition, existing products and rates will remain unchanged to ensure continuity and stability for brokers and clients.
AXA XL E&S benefits from strong financial backing, with AM Best awarding it a Financial Strength Rating of A+ (Superior) on 25 March 2026, and S&P rating it AA as of 1 April 2026.
Lucy Pilko, chief executive officer for the Americas at AXA XL, said the launch was a significant milestone.
"The creation of AXA XL E&S is a significant milestone in our strategic plan to strengthen our presence in the E&S market. This dedicated entity enables us to leverage our industry-leading risk expertise, tailored solutions, and global reach to better serve brokers and their clients. It also enhances our ability to respond quickly to evolving market demands, supports our long-term growth, and reinforces our commitment to delivering value beyond the policy," said Pilko.
Tim Whisler, head of E&S wholesale solutions at AXA XL, said the move aligned with the firm's goals.
"Establishing this specialized E&S company aligns with our goal to streamline operations and expand our technical underwriting capabilities. By strengthening our organizational focus on the E&S market, we are better positioned to innovate, increase scale in key regions, and provide the proactive, tailored support that our brokers expect," said Whisler.
