Gallagher acquires Australian employee communications firm Intelligent Communications Experiences

Arthur J. Gallagher & Co. has acquired Melbourne-based Intelligent Communications Experiences, a boutique that helps Australian businesses develop and deliver digital employee communications. Terms were not disclosed.

The acquired firm’s four principals, Chris Cansfield, Steve Mann, Glyn Wallens, and Kevin McDougall, will operate under Graham Campbell, who heads Gallagher’s employee benefits and HR consulting operations across Australia and New Zealand.

The deal fits a wider pattern of Gallagher building out employee communications as a distinct capability alongside benefits consulting. In 2023, Gallagher completed the acquisition of Buck for a gross consideration of $660m, its largest HR benefits acquisition at the time, bringing with it employee communications consulting alongside retirement plan and benefits administration services across the US, Canada, and the UK. In February 2024, it added Simply-Communicate, a London-based digital workplace communications agency. Earlier deals in the same vein include Anthony Hodges Consulting, a UK pensions and benefits communications firm.

In Australia, Gallagher has been building its benefits consulting footprint through a series of deals in health insurance consulting, employee development, and superannuation advisory over the past decade, all reporting into the same regional leadership structure now absorbing Intelligent Communications Experiences.

According to Gallagher’s 2025 annual report filed with the Securities and Exchange Commission, the firm completed approximately 780 acquisitions between 1 January 2002 and 31 December 2025, the majority of them smaller regional or local brokerages and employee benefit consulting operations.

The approach reflects a strategic goal of bundling benefits strategy, plan administration, digital communications, and employee engagement under one relationship. William Ziebell, global chief executive officer of Gallagher’s Benefits and HR Consulting Division, previously described the Buck deal as strengthening Gallagher’s position across employee engagement consulting and communications, alongside retirement and benefits administration.

Gallagher’s acquisition activity is also operating at a larger scale than two years ago. The $13.8bn acquisition of AssuredPartners, completed in August 2025, added employee benefits as one of AssuredPartners’ core lines, alongside commercial property and casualty and specialty. The US benefits expansion has continued in parallel, with Gallagher adding Casey & Associates in Texas, Scout Benefits Group in Oklahoma, and Butler & Co. in Georgia through a run of deals in late 2024 and early 2025.
