The Colorado FAIR Plan estimates that nearly 30,000 families currently classified as high-risk under traditional models could become eligible for coverage through this initiative. By leveraging detailed risk data, the Plan aims to align premiums more accurately with actual property conditions while offering homeowners actionable mitigation strategies. Those who invest in risk-reducing measures may transition more quickly back to standard insurance markets, where they can secure broader coverage at competitive rates.
Colorado regulators have emphasised the importance of risk-based pricing and transparency to stabilize the state’s insurance market. Colorado Insurance Commissioner Michael Conway has spearheaded efforts to integrate mitigation strategies into coverage decisions, aligning with the FAIR Plan’s adoption of ZestyAI’s AI-driven insights.

ZestyAI’s platform integrates aerial imagery, historical building permits, geospatial data, and structural attributes to provide precise, property-level risk assessments. Insurers utilizing ZestyAI’s models can evaluate critical risk factors—including vegetation proximity, roof condition, and building materials—to inform underwriting decisions, pricing, and mitigation recommendations.
This collaboration builds on ZestyAI’s success with the California FAIR Plan, which expanded coverage for hundreds of thousands of homeowners in 2024. The Colorado Department of Insurance’s recent approval of Z-FIRE™, Z-HAIL™, and Z-WIND™ further solidifies ZestyAI’s standing as a trusted provider of advanced risk assessment models.
